IV&V/QA Analyst
Road Warrior/ Travel Position 

Since 1996, SLI Government Solutions has been helping customers manage their technology risks and investments. SLI provides software testing, quality assurance (QA), and independent verification and validation (IV&V) for commercial and government agency clients that are based upon our proprietary quality management methodology, SQM3.  

We are looking for IV&V and QA Specialists to work on a variety of projects for Health and Human Services agencies/departments; including MMIS, Integrated Eligibility, Child Support Enforcement.  IV&V/QA Specialist is responsible for assessing processes and products associated with the delivery of large system development projects. 

Experience in systems development best practices and knowledge of the typical artifacts created as part of a system development project is required.  Knowledge of one or more government Health and Human Service programs, including Child Welfare, Medicaid, Child Support Enforcement, or Integrated Eligibility (SNAP, TANF, etc.), is a requirement. 

 

Essential Functions (Duties & Responsibilities):

  • The applicant is expected to perform document reviews and write reports expressing the applicant’s research discoveries, review findings and recommendations   
  • Work closely with the business, technical, and management teams of both the client and the implementation vendor to understand the contracts, roles, and objectives of the project and all partners of the project        
  • Evaluate the approach, performance and progress made in a project and identify and articulate the observations, findings, risks, and issues
  • Identify and provide mitigation strategies for project risks and alternative approaches for handling negative findings or issues
  • Prepare clear, concise, and objective reports of findings, observations, and outcomes/recommendations
  • Make periodic presentations on status and progress of the project to executive level management
  • Review system requirements for completeness, quality, coverage, and traceability
  • Review test cases and report the outcomes of the test execution 
  • Validate test results and provide recommendations as to the impact of test results on the acceptability of the system
  • Assess Training and Organizational Change Management plans and artifacts
  • Develop and maintain spreadsheets, databases, documents, etc. that are needed to support the assessment work products



Qualifications     
  • At least two (2) years of experience conducting IV&V or QA work on major IT system implementations      
  • At least two (2) years working on projects related to government Health and Human Service programs, including Child Welfare, Medicaid, Child Support Enforcement, or Integrated Eligibility  (SNAP, TANF, etc.
  • Strong understanding of software development best practices, the software development life cycle, and strong analytical and organization skills 
  • Capable of independently planning and developing written reports on complex technical topics 
  • Thorough understanding of health and human service business functions, for one or more
  • of the programs list above
  • Knowledge of the components of Software Development Life Cycle and best practices
  • Strong analytical and organizational skills associated with evaluating products to predetermined standards
  • Experience with requirements management including validation and traceability
  • Experience with software testing including planning, execution, and reporting
  • Experience and proficiency in preparing planning documents and written reports
  • Strong interpersonal skills that allow for moving comfortably in a business environment and to interface with all levels of customer staff      
  • Ability to multi-task and work in a dynamic and collaborative team environment
  • Ability to work independently
  • Experience with MS tools (MS Word, Excel, PowerPoint, and Project)
  • ·Aptitude to prepare written documentation clearly and to express complex technical topics for a non-technical target audience·        
  • Knowledge of industry standards, PMI, CMMI, NIST and IEEE required ·        
  • Ability to review and summarize technical and system documentation
  • Ability to apply industry best practices and future state/federal mandates to existing
  • systems and Medicaid environment to make enterprise recommendations for centralization and functional improvements 
  • Excellent communication, problem-solving and customer service skills
